Sir Isaac Newton argued that for every action there is an equal but opposite reaction.
He was talking about the physical world, of course, but history has shown us that this seems to be the case in other aspects of our lives.
Where there’s a difference is that if we play pool, we understand that if we hit the balls in a specific way, we’ll get a specific reaction. We’re generally only surprised when we don’t hit it quite right.
Laws and regulations, however, are generally not viewed the same way. Most seem only interested in what they intend for a measure to do, not what all it actually does.
