The First Amendment exists, at least in part, to protect our ability to criticize the government. After all, in a free society, you must be free to argue against your rulers. Otherwise, you’re not free to speak at all.
What’s more, case law in the United States has traditionally favored the individual’s right to criticize the government.
And law enforcement is part of the government.
